What are your feelings about preserving open space in Town?

I believe we as a community must develop a plan, dedicate money, pursue grants and control development to preserve open space. I agree with the concept of creating a land bank with the approval of the voters.

Do you have any thoughts or plans for bringing the school system into the next century?

The creation of a master plan for the school system has been completed. The master plan must now be fine tuned with imput from the community in order to prioritize each schools needs according to class size and projected enrollments. Funding sources must be established so we can afford to do what must be done. Increasing our technology and coordinating curriculum is imperative.

What do you think about tax rate overrides, tax increases, and having the Town borrow money?

I am opposed to living beyond what the tax payer can afford. We have an outstanding Finance Committee who makes recommendations to Town Meeting. We all must live within a budget so should the Town Administration spend as the budget dictates. ACCOUNTABILITY in spending is something I have always fought for.

What are your thoughts on the West Side Fire Station?

I support the immediate building of a West Side Fire Station. I feel compromises should be reached regarding size, staffing ratios, and location before a preventable tragedy occurs.

Do you have any ideas as to how current government spending could be reduced (both Town & School side)?

The town has a Personnel Board and we should utilize this Board to establish staffing needs and job desription as well as salary minimun and maximums. Hiring and terminations should NOT be done by just one person with total authority. Salaries should be what Town Meeting approves and raises based on merit and longevity.

How would you prioritize the current issues facing the Town?

  1. Building the New Veterens School
  2. Building the West Side Fire Station
  3. Settlement Of Fair Labor Standard Act
  4. Settlement of Employee Contracts
  5. Implementation of the New Schools Master Plan

What else do you think is important?

The purchase of Vinegar Hill and greater education and sharing of information with the voters as to why we as elected officials cast our votes the way we do.

What are your feelings about preserving open space in Town?

I feel this is one of the biggest challenges our Town faces. I support preserving as much open space as possible. We need to act swiftly and as aggressively as the developers do. There is such finality to losing open space -- once it's gone, it's gone forever. The cost to purchase and preserve open space will never compare to the cost of allowing further

Do you have any thoughts or plans for bringing the school system into the next century?

We need to create a positive environment for our children to learn in. Much like the public buildings were, our schools are in dire need of updating and perhaps replacing. We need to work closely with our School Committee and department heads to ensure the curriculum remains current and is providing our students the foundation they deserve.

What do you think about tax rate overrides, tax increases, and having the Town borrow money?

Ultimately all of these scenarios end up costing all citizens more money and is not the ideal solution to all problems. Before taking this course of action everyone would need to work together attempting to solve a financial crisis. Many times proper planning and foresight would help avoid these crisis. Once all alternatives for funding are exhausted I would then consider endorsing one of the

What are your thoughts on the West Side Fire Station?

This is mandatory if we plan on protecting ALL of our citizens. Hopefully this will come to fruition before a tragedy occurs. It is only logical that an increase in building and population coincide with an increase in public safety.

Do you have any ideas as to how current government spending could be reduced (both Town & School side)?

We could stop developing every acre for starters. As my answer in question 1 said: once an area is developed it will cost the Town untold dollars to service it, water, public safety, and schooling for children are all costs that come along with new developments. Too often an immediate cost causes a decision to be made that ends up costing us much more in the

How would you prioritize the current issues facing the Town?

I believe in finishing what we have started. The CIP and the new Veterans' School are two areas that need our immediate attention. Figuring ways to preserve open space and how best to fund the new Fire Station are 2 other big tasks that need more attention.

What else do you think is important?

I think anything that is important to any one citizen is important. It is important for all of our citizens and members of government to work together to continue to make Saugus a great community.

What are your feelings about preserving open space in Town?

I have always supported the purchase over the development of what little open space that is left. I believe that it is less costly to the town to purchase undeveloped land rather to allow it to be built upon. I supported the purchase of Berthold Farms, and I supported the purchase of Vinegar Hill.

Do you have any thoughts or plans for bringing the school system into the next century?

I would like to see the rebuilding of all our schools. All our Schools are in desperate need of major work. As chairman of the Saugus Building Committee I had the opportunity to view the schools in a differant light than most. It is my hope that our legislators will put more monies into communities that are seeking to modernize facilities for their students.

What do you think about tax rate overrides, tax increases, and having the Town borrow money?

Sometimes there is no other alternative. In the case of the Override / debt exclusion there were alternatives. I have always been fiscally conservative and felt that the money be taken from our exsisting tax base. I believe that the next area that will be increased is the water and sewer rates. This should have been the source of monies to build the new Veterans School.

What are your thoughts on the West Side Fire Station?

The Town is paying a premium for not having equal coverage. The average individual may not realize that the Insurance Premium would be reduced if our fire coverage / response time met the Insurance Standards of today. Because of the lack of fire protection on the west side of town every one pays. We as a communittee can no longer allow this to continue.

Do you have any ideas as to how current government spending could be reduced (both Town & School side)?

It is going to be difficult to stop the run away train. I believe that if we are able to live within our budjet that now exsists will be a major accomplishment. It will be the job of every one involved to question the actions of the powers to be as to what, when, where, and why?

  3. Question appointments to boards and Commissions
  4. Building the West Side Fire Station

  6. Acquiring more open space

What else do you think is important?

The working with the current administration and the ability to convince the powers to be that there may be alternative methods to achieve the same results will be my challenge. I will look forward to be able to work cohesively with each and every individual in our town. Every one must put aside their personal feelings and come together for the benifit of our community.

What are your feelings about preserving open space in Town?

It is very important that we preserve as much open space as possible to enhance our community. I strongly support the Vinger Hill purchase and land bank resolution.

Do you have any thoughts or plans for bringing the school system into the next century?

We must develope a 5, 10, 15 and 20 year plan to address both the buildings and delivery of the best in resources for our youth. In this way we will have schools to be proud of and the ability to learn with the best available items for our youth and young adults.

What do you think about tax rate overrides, tax increases, and having the Town borrow money?

I do not support any tax increase. We must live within the current budget. I supported and voted for the tax override to build the new Veteran's school because it was our only choice, but as a rule I do not support overrides, except in very unusual circumstances

What are your thoughts on the West Side Fire Station?

It is a must to protect our entire town. We can not allow a tragedy to occur because of the lack of this vital service on the West Side.

Do you have any ideas as to how current government spending could be reduced (both Town & School side)?

The Town is managed very well and I fully expect us to remain on budget in fiscal 2000. State costs to our school system must be watched closly to ensure the budget is kept at funding levels.

Addressing of school buildings.
Addressing of a plan for our infrastructure
West Side fire station
Preservation of open space
Holding taxes at there current level

What else do you think is important?

This is a very important year for our Board of Selectman as the former Board will change this year. It is vital that all voters make every effort to get to know the canidates and elect a Board prepared to make Saugus a better place to live and work and continue us on the right path.
