What are your feelings about preserving open space in Town?

It is important to preserve what is left of our open space in Saugus, not only for all the sound environmental reasons and to keep our property values up, but also because overdevelopment causes a temendous strain on Town services and is a financial drain on the Town.

What are your thoughts on the impact of 40B on our community?

40B has been misused by developers as an attempt to by-pass local permitting boards when their original projects have been denied. It has caused a rush a development that we can not afford and a tremendous loss of open space that can never be replaced.

Do you feel Saugus ought to change in light of the September 11th tragedy?

I feel that the tragedy of September 11th has taught us that unity is strength and that we should apply that principle toward making things happen in Saugus. I think that September 11th has also taught us that life is uncertain so it is important to prioritize.

What else do you think is important?

I think that the Community Preservation Act, if it is accepted by the voters on Nov. 6th, is a great opportunity for Saugus to partake in a State program that would provide matching funds from the State and establish a pool of money to help address the issues of open space preservation, affordable housing, and historic preservation that we, previously, have not been able to budget for adequately. It would cost the property owner only about $24 dollars per year and it would be money well spent.

What are your feelings about preserving open space in Town?

Open space should be preserved, but not at as an additonal cost to the tax payers. Breakheart is an example of that. There are 600 acres open to the public and we have prevented autos from entering. The new dog run in the area will increase the use by the public. It was funded by the MDC and the Friends of Breakheart. This area will never be developed.

What are your thoughts on the impact of 40B on our community?

Sorry, I am sitting on three of these hearings and can not give any opinions while the hearings are open. I do think there is a need for the state to review the 40B process, and educate the Town boards on that matter.

Do you feel Saugus ought to change in light of the September 11th tragedy?

I am and have been an Emergence Medical Techician for more than 25 years. I have supported the public safety sectors of the budget, and have advocated for a strong Saugus Emergency Management Agency including a new and permant localition for them, if and when the Hamilton St old fire station is torn down. Saugus currently does have a good emergency response system for ordinary itmes, but if there is a major incident Saugus, along with most other communities can't deal with it alone. There must be more assistance from the state.

What else do you think is important?

I think the most important issue to the town is looking to the future. Regional considerations of zoning and other issues should be addressed. Saugus is no longer operating by itself. We are part of a larger entitiy, and have to consider how we effect other and how they effect us. We also should have an accutrate census to show preceinct and town lines.

What are your feelings about preserving open space in Town?

Tinkering with the zoning has never worked. the change in minimum lot size created a stampeed of poorly desigened subdivisions, and has aggravated suburban sprawl. I have said from the beginning of my tenure that the only way to prevent bad development is to aquire the land under public domain and thus control what happens to it. MAPC backs me up on this assertion

What are your thoughts on the impact of 40B on our community?

This law was the heavy hand of the state reacting to local governments at the behest of the citizens, "sandbagging" against the rising river of urbanization, using zoning to drive up the cost of and curtail development. a futile practice that again exacerbates the problems of sprawl and ghettoizes older urban areas

What are your feelings about preserving open space in Town?

I strongly believe that Saugus must act immediately to purchase the remaining open space available. If the 1000 acres of remaining open space are developed, Saugus will be overburdened with the need for more schools, police, fire, infrastructure, and other services, the high cost of which will be passed on to Saugus taxpayers. That is why I urge all Saugus residents to vote YES on Question 1, the Community Preservation Act. Saugus is in dire need of athletic fields which can be purchased and preserved (capital improvements in excess of $5,000) with monies from the CPA. We either pay a little now (the CPA) or a lot later (more development)!

What are your thoughts on the impact of 40B on our community?

I despise the concept on 40B which has been used by developers who have been rejected by Town boards as revenge to get their way. Chapter 40B allows developers to circumvent all the laws of the town as long they agree to dedicate 25% of their development as affordable housing. The only requirement is that they obtain a comprehensive permit from the Board of Appeals. The Community Preservation Act would help Saugus reach the 10% requirement of affordable housing since 10% of the funds must be spent on affordable housing. Potentially up to an additional 70% could be directed toward affordable housing if the Community Preservation Committee and the Town Meeting so decides.

Do you feel Saugus ought to change in light of the September 11th tragedy?

All of us individually and as a Town must change in light of the tragedy of September 11th. We can never be as secure as we once were. We need to be more alert and attentive to our surroundings and to people. We need to notify authorities of anything or anyone suspicious. We can never be as complacent as we once were and we need to protect our freedoms by becoming active participants in our government.

What else do you think is important?

I think it is important for every resident of the Town be keep informed regarding local politics and to get involved as much as possible. Voting in all elections, attending meetings, voicing opinions all strengthen and improve our government.

What are your feelings about preserving open space in Town?

Open space is one of our most precious resources and must be protected. Over development and the traffic problems it causes is a major concern to our town. We must always protect our open space in town.

What are your thoughts on the impact of 40B on our community?

Before a 40B development is started we must get the full impact of the project. The traffic problems and drainage problems that these projects can cause can be very costly. The idea behind 40B is a good one but developers are using 40B sometimes to force a "bad developement"

Do you feel Saugus ought to change in light of the September 11th tragedy?

We must all work together to make Saugus a better community for all our residents. After 9/11/01 many issues were put into perspective. As an airline worker my life changed greatly.

What else do you think is important?

Some of the important issues are overdevelopment, more playing fields for our youth, traffic problems, clean air and water and a Town Govt. that works for the tax payers. As a Town Meeting Member I will continue to address the concerns of all our residents.

What are your feelings about preserving open space in Town?

Very important, aside from the aesthetics and protection of wildlife, in the long run keeping space undeveloped would be less expensive to the taxpayers.

What are your thoughts on the impact of 40B on our community?

I feel it allows developers to use a back door to avoid restrictions set up to protect the neigborhoods. It never seems that developers come into the town to initially put up a 40 B project. They use it after being denied the ability to do what they want it to do, which is usually to clear the land and put up has many buildings as they can squeeze in.

Do you feel Saugus ought to change in light of the September 11th tragedy?

No, however, I have always questioned whether or not Saugus is fully prepared to deal with a fuel tanker or other hazardous cargo truck accident on Route One.

What else do you think is important?

Having polictical news reported accurately in the newspapers. Whick means reporting what actually took place and not how the reporter interprets what took place.

What are your feelings about preserving open space in Town?

Preserving Open Space is beneficial in many ways: idealistic, rational, and just plain sensible.
First, to me, we are not earth's only species, and we have no right to "use up" the world for ourselves alone.
Second, if we continue to destroy parts of this world, beyond earth's ability to "heal itself," we will destroy it.
Third, in Saugus, as in most places, the cost of new homes to the community is higher than the amount of taxes they bring in. Educating the resident children costs more than Saugus takes in in homeowners' property taxes. Open space--even playgrounds--means lower taxes.

What are your thoughts on the impact of 40B on our community?

It is a poorly written law. While there is no reason that each city and town in Massachusetts can't have ten percent affordable housing, it is unfair to hold less wealthy communities to the same standards and deadlines as wealthier ones.
Expecting Saugus to respond to the state's 10% mandate as quickly and easily as, say, Nantucket or even North Andover, is just unfair. We need different deadlines, or help from the Commonwealth through grants or low-interest bonds.
If a developer builds fifty new houses, that is at least fifty new Saugus students, and that's two new classrooms.

Do you feel Saugus ought to change in light of the September 11th tragedy?

In general, no. Specifically, I think we should do what we should have been doing long since: make it more difficult for people to walk into schools, require that parcels be checked upon entry to public places, even ticket and tow vehicles parked illegally near public buildings. The laws for doing these things are all in place, just as the means for our protection have existed in Airports. We have simply never made use of them. One thing I'd like to see is all these sunshine patriots with their flags and ribbons and signs get out and vote.

What else do you think is important?

I think we need to see that our elected officials do their jobs, and follow the Town's Charter more faithfully. The Board of Selectmen mustn't hire a new Town Manager without setting goals for him to reach by a certain date, within reason.
Hiring what amounts to a CEO with a contract and an open agenda is ridiculous; he doesn't even have to spend the money Town Meeting binds to an article, and I find that offensive.
Town Meeting represents the people. When it votes, the manager should be compelled to go along with the people's choices.

What are your feelings about preserving open space in Town?

Preserving Open Space is increasingly important for many environmental (wildlife), infrustructure and economic reasons. Once its gone (developed), its gone forever. Second, the more we build, the more infrustructure problems we have (like drainage). Lastly, the more homes that are build, the more community services are needed. The tax dollars charged are not enough to cover for these services.

What are your thoughts on the impact of 40B on our community?

We've seen developers come into town and try to build on parcels of land. The town, in its wisdom, denied the buiding on these parcels for specific reasons. These same developers then come back to the boards under 40B, and get to do whatever they want. In these instances, 40B is not being used with the intention it was written. Considering this, 40B should be reviewed and adjusted so that it doesn't leave our town's officials at the mercy of these developers.

Do you feel Saugus ought to change in light of the September 11th tragedy?

No, I don't think Saugus ought to change. The people in Saugus have always banded together it time of need. This incident has taught me not to take anything for granted, especially my family and friends. My only concern is Route 1. Many days, Route 1 is a parking lot. If there was ever a serious incident on this heavily used route, our neigboring cities and towns would have to join in and help us resolve the situation.

What else do you think is important?

  • Education/Schools: The Lynnhurst school needs some attention.
  • Clean Air & Water: Why is RESCO only covering its poisenous, toxic ash mounds once a week? These toxins are getting into our enviromentally sensitive marshes and neighborhoods.
  • West Side Fire Station: especially with the traffic jams on Route 1
  • Overdevelopment: Exactly how many new developments are allowed to go into Precinct 5 until somebody says 'enough is enough.' The children from all these new homes will be going to the schools that our children now attend -- and our schools are already maxed out.
  • Parks and the Track at the Middle School

What are your feelings about preserving open space in Town?

Saugus has missed an alarming number of opportunities to create or maintain open space over the last few years. If we don't put some funds aside and pay attention to what is happening, there won't be any more open space to preserve. I worked very hard to save as much contiguous open space within the Vinegar Hill development as we could.

What are your thoughts on the impact of 40B on our community?

It is hard to argue that Saugus carries a worthy portion of the load of affordable housing in the greater Boston metropolitan area. That said, it is incumbant on members of the various boards and citizens at large to participate in any 40B applications which come before the town, and try to prevent any more damage than is necessary.

Do you feel Saugus ought to change in light of the September 11th tragedy?

I do not feel the Town of Saugus should change in response to 9/11. I DO feel that the people of Saugus should change in response to 9/11, by paying more attention to their children and neighbors, using more courtesy in public, and generally recognizing what is important in life, caring for each other.

What else do you think is important?

I believe that we all need to appreciate just how fortunate we are to live in this town, in the current times. It is easy to dwell on things which could be better in life, losing sight of how very much we have to be thankful for. We all need to notice, care for, and appreciate each other as a primary function in living.

What are your feelings about preserving open space in Town?

Preservation of open space should be a priority of Saugus.
Saugus has thrown away so many opportunities to buy open space.
In the 70's Saugus could have purchased all of Vinegar Hill for approx. 30 to 40 K.
In the 50's - the 80's we could have purchased numerous parcels of land adding up to over 40 - 50 acres for open space and the cemetery.
We had the opportunity to purchase the land behind K-Mart that is now going to have 40-B housing built on it.
We could have bought Berthold farms in the 90's.
We are running out of land to buy.

What are your thoughts on the impact of 40B on our community?

More cars on the road means more traffic, more accidents and higher insurance.
More children in our over crowded schools
More water and sewer use on a already over burden system.
More people means more police and firemen
More concerns regarding a third fire station
More taxes to pay for all of this.

Do you feel Saugus ought to change in light of the September 11th tragedy?

Saugus should go through there emergency management department and run any simulations needed to insure efficiency. The security at all schools and public buildings should be checked.

What else do you think is important?

Building and renovating schools, parks and fields.
In our school system we need the following:
Competitive pay for teachers.
Replacing of positions that have been cut.
An emphasis on reading, math and science.
More supplies and furniture.
Repair of the furnace at the High School.
Leave our 5th graders where they are and do not move them to the middle school.
Accountability on spending in the school and town budget.
Accountability on all appointed and elected officials.
Having the dedication as an elected official to serve the public in voting your conscience and to do what is right.

What are your feelings about preserving open space in Town?

Preserving what open space we have left is one of the biggest issues facing Saugus today. It is something that cannot be put off; once we've lost it, it's gone. The current patches of forest and wooded areas in town provide Saugus with its personality; we owe it to our children to preserve what's left.

What are your thoughts on the impact of 40B on our community?

It's one of those laws that is good in intent but bad in implementation. Rather than being used to overcome snob zoning and increase the quantity of quality open housing, it's being used by developers to bypass safety regulations and create inferior affordable housing. Each such development ends up costing Saugus taxpayers money, and probably the only solution is for the Town to acquire whatever open space it can.

Do you feel Saugus ought to change in light of the September 11th tragedy?

By and large I think Saugus government should not change. The general trend to enforce security rules that were previously theoretically in place I think is not at all bad, but I'm a bit concerned about some of the talk of throwing away our existing freedoms -- doing so is a slap in the face to our forefathers who fought for these freedoms, and it is giving the terrorists a victory they do not deserve.

What else do you think is important?

The West Side Fire Station has to be built and manned; it is necessary for the safety of the people in precincts 4 & 7 as well as 9. Even if it must share equipment or manpower with other stations or requires some volunteer firefighter support, it cannot be put off any longer.
